JOB DESCRIPTION

This is professional services work involving regional and statewide implementation of Maine’s education standards for visual and performing arts education PreK-12, school improvement efforts and related education initiatives. The position provides PreK-12 visual and performing arts education leadership and expertise to organizations and educators statewide in curriculum, instruction and assessment through provision of professional development opportunities and technical assistance. The position may be assigned to lead other state and federal programs.  Work is performed in collaboration with other members of the Maine DOE and is executed under limited supervision.  Extensive use of technology, statewide/national travel and field assignments are required.

The position also serves schools and school districts within an assigned region through customer service, brokering technical assistance and providing a communications link for the Maine DOE’s continuous improvement process.  Primary responsibilities include developing ongoing interaction with school personnel and community representatives within an assigned superintendents’ region; serving as the Maine DOE representative and key contact for requests, information, and questions from within the region; providing or brokering professional development opportunities, technical assistance and other services to enhance teacher effectiveness and student and school performance; assisting districts with the implementation of the state education standards and associated assessments; promoting the Commissioner’s education initiatives within the region; and serving as the Commissioner’s representative and liaison in the region.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

  • Knowledge of current learning research, exemplary general educational practices and PreK-12 visual and performing arts content and instructional knowledge.
  • Knowledge of community involvement issues in education policy decisions and educational operations.
  • Knowledge of school improvement, Maine DOE strategic initiatives, systems-change concepts, student centered practices, and tools to support learning especially in the area of PreK-12 visual and performing arts education.
  • Knowledge of large scale and formative assessment development and administration in PreK-12 visual and performing arts education.
  • Knowledge of current and emerging state and federal legislation, rules and regulations impacting education.
  • Knowledge of and experience with Maine’s education standards (Learning Results), the process of implementing standards and current and emerging trends for PreK-12 visual and performing arts including national standards development initiatives.
  • Knowledge of performance-based and standards-based educational systems.
  • Knowledge of systemic change principles.
  • Knowledge of computer software and hardware systems, including networking.
  • Knowledge of Total Quality Management concepts, practices and tools and productivity measures.
  • Knowledge of documentation strategies.

 MINIMUM QUALIFICATIONS

Licensing/Registration/Certification Requirements (please list):  Position in this classification requires a specific certification and/or ability to obtain a certification in visual and performing arts education. Additionally, a Bachelor of Arts/Science degree in Education, Human Resource Development, Psychology or a related field and 5 years of experience as an education practitioner. A Master’s degree in an education related field may be substituted for 2 years of educational experience.

Maine’s High School Diploma

Chapter 134

After careful review of all oral and written comments received by the Maine DOE regarding proposed rule Chapter 134, Regulations for Awarding a High School Diploma, the Maine DOE has made the decision to withdraw the current proposed rule and restart the rulemaking process after a brief pause for conceptual conversations. The conceptual conversations will provide an opportunity to explore areas needing greater clarity in the current proposed rule Chapter 134. The Maine DOE remains committed to the proficiency-based diploma law (20-A MRS 4722-A) and remains committed to drafting a proposed rule that supports the implementation of a diploma based on evidence of proficiency.

The Department intends to start a new rulemaking process for proposed rule Chapter 134 once the following steps have been taken:

  1. During the month of October, Maine DOE’s Proficiency-based Education (PBE) Specialist will reach out to professional organizations to invite representatives from each of their stakeholder groups (superintendents, principals, curriculum leaders, teachers, parents, and school board members) to engage in small (approximately 15 participants), role-alike, conceptual discussions regarding equitable access to a high school diploma and student readiness for entering career and college opportunities after high school. A randomly selected high school from each superintendent region will be contacted to engage in small (approximately 15 participants) conceptual conversations with students. These conceptual discussions will be facilitated by the Maine DOE PBE Specialist and guided by the following discussion prompts. (The Commissioner and other Maine DOE members may join the conversations as their schedules allow.):a.) To what degree do you agree or disagree with this statement and why: The knowledge, required skills, and qualifications required for entrance into post-secondary opportunities in industry, trade, business, and higher education vary.What do you see is needed to prepare students for their post-secondary next step?

    b.) To what degree do you agree or disagree with this statement and why: The transcript and diploma are inseparable companion documents that together articulate a student’s readiness for the postsecondary next step she or he has chosen.

Taking into consideration the insights gained from the upcoming conceptual discussions and the September public comments, the Maine DOE staff will write a new proposed rule Chapter 134 and begin again the Maine Administrative Procedures Act (A.P.A.) routine technical rule process pursuant to 5 MRS §8052 (public notice of filing, public hearing, open public comment period).The Maine DOE is working diligently to honor the integrity and vision for the high school diploma and transcript articulated in Maine education statute 20-A MRS §4722-A as well as the routine technical rulemaking pursuant to section §4722-A subsection 7. Maine DOE believes public input is a critically important.

It is clear from the oral and written comments submitted on proposed rule Chapter 134 that there is commitment in Maine to provide opportunity for all students to learn as much as they can the entire time the students are eligible to attend our public schools. It is also clear that the diploma has great social meaning and currency in our society. Clearly evident in the comments is that equity sits at the heart of the debate regarding what constitutes sufficient evidence for proficiency. We have provided links below to both the oral and written comments received by the September 8thdeadline.

Celebrating Arts Education

Excellence in Visual and Performing Arts Education

On December 21 at the Hall of Flags in the State House in Augusta the First Lady Ann LePage, parents and family members, administrators, and officials gathered to recognize student artists and musicians as part of the Excellence in Visual and Performing Arts Education program. Over 90 students were celebrated for their art work or musical contributions.

The Maine Arts Commission and the Maine Department of Education, in partnership with the First Lady of Maine, Ann LePage, is proud to recognize arts education programs across the state with rotating student art exhibits.  At the celebration student musicians from the schools represented are invited to bring a performing group as part of the program.

For over ten years, the Maine Department of Education (DOE) and the Maine Arts Commission have been fortunate to celebrate arts education by hosting rotating student art exhibits. During the past two years Beth Lambert from the Maine DOE and I have worked together on this collaboration which celebrates the excellence of students in visual and performing arts education in Maine.

The rotating exhibits are displayed throughout the State House complex and in the Department of Education. Each exhibit features art work from three districts from three superintendent regions. Each district provides 21 pieces representing student art from grades PK-12. During the period students’ artwork is displayed, the artists and their families will be invited to the Hall of Flags in Augusta for a Celebration of Excellence in Visual and Performing Arts Education reception. Each student is recognized by the First Lady of Maine Ann LePage for their accomplishments. The reception will feature performances from the districts represented in the art show.

Every Student Succeeds Act

The State of Things

Today is her first offering on the topic of Every Student Succeeds Act, the new legislation from the federal government. On Thursday, December 10th, 2015, Every Student Succeeds Act (ESSA) became the new federal education law of the land. In an effort to contrast the heavy-handed federal accountability requirements of No Child Left Behind (NCLB), ESSA has shifted much more responsibility for educational policy to the state level.

So, what does this mean for Arts Education?

No Child Left Behind included the arts in the core subject areas, listed on equal footing with math, science, English, social studies, and foreign language. This was a huge win for arts education and has allowed for the arts to have a place at the table in conversations regarding graduation requirements and use of Federal funds, including Title 1.

ESSA has changed things a bit.

There are no longer core subject areas, but rather a requirement to offer student a “well-rounded education.” A “well-rounded education” is defined as: courses, activities, and programming in subjects such as English, reading or language arts, writing, science, technology, engineering, mathematics, foreign languages, civics and government, economics, arts, history, geography, computer science, music, career and technical education, health, physical education, and any other subject, as determined by the State or local education agency, with the purpose of providing all students access to an enriched curriculum and educational experience, (Section 8002, Definitions).

In an intentional contrast to NCLB, ESSA give states much more choice in what they choose as accountability measures. The Every Students Succeeds Act requires that states develop and implement both programs and activities that support access to a well-rounded education, but what programs and activities those are, are largely state and local school boards’ discretion.

SO, that means your voice is more important than ever! Your administrators and local school boards need to understand that visual and performing arts education is essential to a well-rounded education. Keep your place at the table and educate your community on the impact the arts can have on low-performing schools, how integrating the arts can improve understanding in all subject areas and inspire innovation that is desperately needed in this country.

Statewide Arts Education Survey

Launching today Arts Education Census

Many of you remember that in 2008 a statewide arts education census was conducted. At that time the work was lead by the Maine Alliance for Arts Education. Out of that work the Opportunities to Learn in the Arts reported the findings. The full report and executive summary are located at https://mainearts.maine.gov/Pages/Education/Arts-Education-Census. At that time PK-12 Visual and Performing Arts Educators were asked to complete a lengthy survey.

It is time to update the information and get a clear picture in 2016 what is happening statewide in arts education. This time every Maine school Principal is being invited to complete the survey. Principals may be asking you (PreK-12 arts teachers) to help complete the survey. I urge you to participate in any way that you can so we can get a complete picture. Our goal is 100 per cent – without every school participating we will not have a complete picture of Arts education in Maine!

The Maine Arts Commission is leading the effort to conduct a statewide inventory of all arts education resources in the state’s 751 PK-12 schools currently recognized by the Maine Department of Education. Data collection has just begun and will continue through May 2016, with the goal of collecting information from 100% of Maine schools.

The objectives and outcomes of the Statewide Arts Education Census include:

  • Identifying the changes in Maine’s visual and performing arts education programs and resources since the 2009 census.
  • Discovering where students have access to quality arts education and where it is unavailable.
  • Development of a comprehensive report to inform stakeholders and policy makers at both the local and state levels.
  • Broad sharing of the census findings so that it can be used to frame conversations, evaluate where programs or program enhancements are needed, and guide policy-making decisions.

This work is an important part of the education initiative of agency’s recently-completed, five-year cultural plan. The education component of the plan will guide and inform the agency’s work in educational collaborations, promoting arts learning and enhancing the quality of arts education throughout Maine.

For the Census, the agency is collaborating with the Maine Department of Education and a steering committee comprised of representatives from the Maine Principals’ Association, Maine Superintendents, Maine Alliance for Arts Education, New England Institute for Teacher Education, Maine Art Education Association, Maine Music Educators Association, cultural and arts organizations, and PK-12 educators. More information about the census can be found at http://mainearts.maine.gov/Pages/Education/Arts-Education-Census.

The Maine Arts Commission shall encourage and stimulate public interest and participation in the cultural heritage and cultural programs of our state; shall expand the state’s cultural resources; and shall encourage and assist freedom of artistic expression for the well being of the arts, to meet the needs and aspirations of persons in all parts of the state.

Celebrating Student Artists

The Maine Department of Education and the Maine Arts Commission are holding a celebration of Excellence in Maine Visual and Performing Arts Education hosted by First Lady, Ann LePage, December 4, in the Hall of Flags at the State House in Augusta. Joining the First Lady are State Board of Education Chair Martha Harris, and Maine Arts Commission Executive Director Julie Richards, and Acting Education Commissioner Bill Beardsley. Legislators, Mick Devin (Nobleboro) and Martin Grohman (Biddeford) will also be present to recognize students from their districts.

The Excellence in Maine Visual and Performing Arts Education is a rotating exhibit that displays artwork throughout the Statehouse Complex and the Department of Education in the Cross Building. Sixty-three students from AOS 93, AOS 92, MSAD 41, and the Biddeford School district will have their artwork displayed through the end of February. Additionally, student musicians from AOS 92 will perform at the celebration. Mrs. LePage will be presenting each student a certificate and a letter from Governor Paul LePage recognizing the talent of Maine students.

Governor LePage’s letter to the students reads in part, “The arts are a vitally important part of any education because it’s the creative thinking that leads to imagining new ways of making things work and improving the world we live in.”

Maine DOE Visual and Performing Arts Specialist Beth Lambert says, “I am so proud of the work Maine arts teachers are doing with our students throughout the state. It is a privilege to have these students come to Augusta and be honored in this way. Arts education is essential for all students in order to gain the skills needed to develop college and career readiness, such as critical thinking, collaboration, and creativity so that Maine kids can succeed in the ever-changing diverse and global economies of today’s world.”

The Maine Department of Education has one (1) full-time vacancy for a Visual and Performing Arts educator, based in Augusta with a regional superintendents assignment.

 

JOB DESCRIPTION:

This is professional services work involving regional and statewide implementation of Maine’s education standards for visual and performing arts education K-12, school improvement efforts and related education initiatives. The position serves schools and school districts within an assigned region through customer service, brokering technical assistance and providing a communications link for the Maine DOE’s continuous improvement process. Primary responsibilities include developing ongoing interaction with school personnel and community representatives within an assigned superintendents region; serving as the Maine DOE representative and key contact for requests, information, and questions from within the region; providing or brokering professional development opportunities, technical assistance and other services to enhance teacher effectiveness and student and school performance; assisting districts with the implementation of the state education standards and associated assessments; promoting the Commissioner’s education initiatives within the region; and serving as the Commissioner’s representative and liaison in the region. The position also provides K-12 visual and performing arts education leadership and expertise to organizations and educators statewide in curriculum, instruction, and assessment through provision of professional development opportunities and technical assistance. The position may be assigned to lead other state and federal programs. Work is performed in collaboration with other members of the Maine DOE and is executed under limited supervision. Extensive use of technology, statewide/ national travel and field assignments are required.

 

REPRESENTATIVE TASKS (include but are not limited to):

  • Provide information and technical assistance; broker professional development; and collaboratively determine district needs and deliver requisite services.
  • Find and use research to develop and recommend policies and procedures.
  • Develop and support collaborative educational partnerships that support the implementation of Maine’s education standards, proficiency-based graduation requirements and systems thinking, and enhance student learning.
  • Serve as a key Maine DOE contact for the region and provide feedback from the region to the Maine DOE.
  • Promote the Commissioner’s and Governor’s initiatives within a region and statewide to enhance school improvement and related services, particularly as they relate to visual and performing arts education programs and grants.
  • Provide leadership and technical assistance regionally and statewide in visual and performing arts education standards, instruction and assessment.
  • Interpret state and federal laws, rules, regulations, and policies pertaining to visual and performing arts education in order to answer questions and ensure uniform understanding.
  • Maintain national contacts including membership in the national visual and performing arts leadership organization, stay current in research and exemplary practices and work in collaboration with state and national content organizations in visual and performing arts education improvement efforts.
  • Collaborate, as a member of a team with other Maine DOE staff to design and deliver supports for student learning.
  • Direct or coordinate other state, federal or national programs/initiatives for the state as requested.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (required to successfully perform the work assigned):

  • Knowledge of current learning research and exemplary educational practice in general and in visual and performing arts education.
  • Knowledge of school improvement, proficiency-based education, systems-change concepts, student-centered practices, and tools to support learning especially in the area of visual and performing arts education.
  • Knowledge of current and emerging state and federal legislation, rules and regulations impacting education.

The position, which will be formally posted next week on the State’s Bureau of Human Resources website and also in future issues of the Commissioner’s Update, provides important supports to implement proficiency-based diplomas and guidance for effective instruction in the Arts. The Department hopes to have the specialist, who will be a member of its Standards and Instructional Supports Team, in place by spring.

Toward the goal of supporting effective arts instruction, in January the Maine DOE kicked of the Maine Arts Integration Consortium (MAIC). This consortium will continue throughout the winter and spring of 2015 and will result in resources and presentations to illustrate arts integration.
